"Looking at the figures as above I do not consider that I can object to the costs of the works at Tai Tam as now carried on as the expenses all round must necessarily be in excess of similar works at home.
The works have been designed to impound a volume of water equal to about three Hundred Million Gallons, and they are being carried out to accomplish this. The embankment will however allow of some additional increase in depth and volume if arrangements are made for this purpose, and each foot in depth of water added to the surface will be of great importance, and with a sound and water-tight stone and Portland Cement Concrete embankment, there will not be the risks of moderately adding to the depth of water, such as there would be in raising an additional head of water behind an embankment of earth-work.
I wish therefore to have from the Surveyor General a Plan of the surface-area of the Reservoir at the contemplated top-water level when full, with the cube contents of water in Gallons. Then further, a calculation of each foot added of the embankment wall should be raised here, or any additional number of feet up to ten feet. I also further wish to know if he can see his way safely to provide for additional storage of water suggested and to what extent, and at what additional Cost?
